Daily News: Beloved Day Care Center Buried in Red Tape

Dozens of low-income children have nowhere to go for day care thanks to a bureaucratic snag that has kept their beloved upper Manhattan child-care center shut since Oct. 1.

The Bloomingdale Family Center was awarded an emergency $380,000-plus grant from the City Council it hoped would kick in nearly two months ago — but it still hasn’t seen a penny, the Daily News has learned.
